What does it mean that God is sovereign?

Answer

The sovereignty of God means that God is in absolute, ultimate control of everything that exists and everything that happens. He is not a passive observer of history — He is the author of it. Not in a way that removes human responsibility, but in a way that ensures His purposes cannot be ultimately frustrated.

Psalm 115:3 puts it simply: "Our God is in the heavens; he does all that he pleases." All that He pleases. Not some things, not most things — all things. Daniel 4:35 echoes this: "He does according to his will among the host of heaven and among the inhabitants of the earth; and none can stay his hand."

This sovereignty extends to every level of creation. It covers the natural world — Jesus calmed the storm, walked on water, and pointed to the sparrow that does not fall apart from the Father's will (Matthew 10:29). It covers human decisions — Proverbs 21:1 says the king's heart is like a stream of water in God's hand, directed wherever He wills. It covers even the worst evil — Joseph's brothers sold him into slavery intending harm, but God meant it for good (Genesis 50:20).

The most difficult application of sovereignty is in salvation. Reformed theology has historically taught that God's sovereign election — His choosing of specific individuals for salvation — is the ultimate basis of why anyone is saved at all. Others have understood God's sovereignty as compatible with genuine human freedom in a different way. This is a debate between serious Bible-believing Christians, and I hold my position with humility.

What is not in debate is this: God is sovereign, and that sovereignty is the foundation of the believer's confidence. If God is in control, then nothing that happens to you is outside His purposes. Romans 8:28 is only a comfort if God is genuinely sovereign — if He is merely a hopeful bystander, the promise falls apart.
