Does God still speak today?

Yes — but we need to be precise about how, because there is a lot of confusion in Christian circles on this question, and the confusion causes real problems.
The primary and supreme way God speaks today is through His written Word, the Bible. 2 Timothy 3:16-17 establishes that Scripture is God-breathed and sufficient — it equips the believer for "every good work." Hebrews 1:1-2 makes an important statement about the progression of revelation: "Long ago, at many times and in many ways, God spoke to our fathers by the prophets, but in these last days he has spoken to us by his Son." The full and final word has been given in Jesus Christ, and that word has been recorded in the New Testament. We are not waiting for more revelation.
That said, God is not silent in the life of the individual believer. The Holy Spirit illuminates Scripture — taking the written Word and applying it with power to specific situations in the believer's life. This is not new revelation; it is the Spirit making the existing revelation come alive. John 16:13: "When the Spirit of truth comes, he will guide you into all the truth."
God also works through prayer — not necessarily by audible voice, but through the inner conviction and direction that comes as we seek Him. Through wise counsel, through the community of the church, through circumstances that close and open doors — God is actively involved in the lives of His people.
The danger is in elevating personal feelings, impressions, or experiences to the level of Scripture — treating a subjective sense as if it carries the same authority as the written Word. Many people have gone seriously wrong by saying "God told me..." in ways that contradict or go beyond Scripture. The safeguard is always: does it align with what God has already said in His Word?
God speaks. His primary voice is Scripture. His Spirit applies that Word to your heart. That is sufficient, and it is real.
